RFID automotive toll gate system?

ok we know that when you have RFID tag in your car and you go through these RFID toll gates it can read your tag. now if you don’t have this tag, how the gate will know that a car is passing? how the RFID system linked with the camera? is there another type of system is installed with the RFID like the system used in radar speed detection system? I’m lost

most systems that do this also have 4 LASER sensors that can detect when an object passes through. single lane sensors are located on the left hand side (in US) and multi lane sensors are located above
